  According to the Notice of the Committee of Henan Institute of Science and Technology of the Communist Party of China on the Announcement of the Basic Functions and Department Settings of Department-level Institutions (2018) 111), combined with the adjustment of school work and the actual work, the Development Planning Department is the functional department of school development strategy, major policies and reform work, set up two sections of planning management and comprehensive information, its basic functions are :  

   (1) To be responsible for the preparation of the university's career development plan, organize relevant departments to prepare special plans, and guide the teaching college to prepare its own development plan.

   (2) Responsible for organizing the inspection, evaluation, supervision and coordination of the implementation of various special plans of the school.

   (3) To provide policy suggestions and decision-making consultation to university leaders according to the current situation, laws and trends of higher education development at home and abroad.

   (4) To be responsible for the declaration and management of major topics in the school's career development planning, and to organize and participate in the research of planning topics and education development strategies.

   (5) Responsible for organizing and participating in the comprehensive reform of the school, proposing comprehensive reform plans, and assisting in promoting the implementation of special comprehensive reform plans.

   (6) Take the lead in organizing and coordinating the drafting and revision of the school charter.

   (7) Responsible for the work of statistical statements of the university's higher education at the grass-roots level, and review the relevant data released by the university in accordance with relevant procedures.

   (8) Check the progress of target management according to the relevant requirements of the school's target management.

   (9) To be responsible for other work assigned by the relevant departments at higher levels and university leaders.
